The National Electoral Institute (INE) approved the guidelines for the supervision of the consultation process for the revocation of the mandate of the President of the Republic, in which it is established that political parties may not use public or private resources in addition to the ordinary ones to promote this exercise, in which they should only limit themselves to calling to vote, but not for any of the response options.
Counselor Jaime Rivera explained that these guidelines on inspection are to establish what political parties can do in terms of income and expenses, and how to report them to the INE; Furthermore, they are in accordance with the organizational guidelines for the revocation process approved in September, which in turn are based on the Constitution and regulatory law.
“They do not create rules on the organization revocation of mandate or on the rights or restrictions that political parties have in this process, together with the adaptation of the inspection rules to this process of citizen participation,” said the counselor.

The guidelines remind that political parties may only participate in the “objective and impartial” promotion and dissemination stage of the revocation of the mandate, in the defined period, and it will only be to promote citizen participation in this process, that is, not they must call to vote for an option.
What’s more, Political parties are prohibited from using private resources for the dissemination of the consultation of revocation of mandate and, in terms of public resources, they may only use part of their ordinary financing, which will be ruled in due course within the annual report.
The INE will consider expenses for the dissemination of citizen participation in the revocation of the mandate as follows:
- production of messages for radio and television
- utilitarian propaganda (promotional)
- advertising on public roads (spectacular, urban furniture)
- propaganda in newspapers and print media
“The law and the Constitution also provide that political parties may only participate in promoting citizen participation in an impartial and objective manner, and specifically the restriction of not influencing citizen preferences on the central issue of the revocation of mandate is established. In such a way that this reinforces the citizen character ”, said the counselor Jaime Rivera.
The guidelines prohibit political parties from carrying out activities that involve expenses in any activity related to the stage of collecting the citizens’ support signatures. For this reason, the Technical Inspection Unit (UTF) will monitor so that this is fulfilled.
It also indicates that the political parties may appoint a representative to each polling station board of directors and a general representative during the revocation of the mandate, for which the expenses incurred for the deployment, the concept of payment or economic support, food, transportation or any other Expense related to their activities on the day of the day, will be considered as ordinary expense.
Therefore, the accounting accounts will be enabled in the Comprehensive Audit System (SIF) to record derivative operations that day.
Approve documentation
The General Council of the INE also approved the design and
the printing of the ballot, documentation and materials, as well as the indelible liquid that will be used during the mandate revocation consultation.

A template in Braille script is included in the approved documentation so that visually impaired people can mark their electoral preference on it themselves, if they so wish.
In addition, existing ballot boxes will be used in the inventory of the district organs, to which a lining will be placed with the legend “Revocation of Mandate”, as well as portable electoral cards, package box, special screens, credential marker and marker of existing ballots in inventories.
Regarding the indelible liquid that will be used, this will be carried out by the National School of Biological Sciences of the National Polytechnic Institute (IPN) and the printing of the documentation will be carried out in Graphic Workshops of Mexico, “by virtue that currently said entity offers the best conditions for the Institute in terms of quality, opportunity, technical / human infrastructure and experience of previous electoral processes ”.
