The statement indicates that all the measures implemented are strictly in accordance with the rule of law and that they will comply with the relevant international conventions, such as the Convention on International Civil Aviation (Chicago Convention) and the United Nations Convention against Illicit Traffic in Narcotics and Psychotropic Substances.
The Convention on International Civil Aviation (Chicago Convention), in its Article 16, grants the competent authorities of each contracting State the right to inspect, without causing unnecessary delays, the aircraft of other contracting States upon their arrival or departure. This includes verification of certificates and other required documents.
The United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, in its Article 18, emphasizes the surveillance of goods and people in free zones and ports.
The competent authorities are authorized to inspect cargo and vessels, including recreational boats, small boats, aircraft and vehicles, both upon arrival and departure. Likewise, if necessary, searches of crew members and passengers, as well as their respective baggage, can be carried out.
