The ruling contemplates income for 2024 for 9,066 billion pesos, of which 55% will come from the payment of taxes, corresponding to 4,942 billion pesos, while an internal debt ceiling of 1,990 billion pesos was approved, and a ceiling for the external debt for 18,000 million dollars.
The amount of the ISR withholding rate for savers and those who invest in instruments such as cetes or government bonds was also fully approved; it remained at 0.5%, as adjusted in the Chamber of Deputies, instead of applying from the following year a rate of 1.48% as originally proposed by the Ministry of Finance and Public Credit (SHCP).
The senators approved reducing Pemex’s shared utility fee (DUC) payment from 40% to 30%, replacing the rate provided for in article 39 of the Hydrocarbon Revenue Law.
The approval in general and in particular of the LIF was with 60 votes in favor, 40 against and zero abstentions, now the opinion must be published in the Official Gazette of the Federation (DOF) for its entry into force from the first day of 2024.
Meanwhile, the Federal Law of Rights was approved, in general and in particular, with 60 votes in favor, 41 against and zero abstentions.
