The option to block is a security measure that the social network itself highlights as a tool for users to “control their experience”. “Blocking helps people restrict specific accounts from communicating with them, seeing their Tweets, and following them,” the company says in its help Center.
Mute does not have the same effects, it simply hides the posts from the affected profile. The muted user is not aware of this restriction and could still see your messages. Replies and mentions made to you may also continue to appear in the Notifications tab. In other words, allow spam.
