Something that seems quite curious to us is that, before Frieza, before Vegeta and even before Piccolo, the Red Patrol Army (Red Ribbon) existed to ruin Goku’s day. Obviously, it wasn’t hard to be a hurdle during that Dragon Ball era: a balance between being a great martial arts fantasy extravaganza, a broad comedy, and a kind of communal road trip ensemble.
It was inevitable that Goku would get in the way of an organization that, in its earliest form, engaged in illicit military-style operations. His initial quest was to retrieve the Dragon Balls, specifically for the purpose of world domination, though the Red Ribbon’s leader at the time (Commander Red), secretly wanted them so he could use his desire to be higher.

Notable staff members who served under Red were Colonel Silver, Staff Officer Black, General Blue, and General White. Silver was one of the first major members of the RRA to be introduced, though his failure to catch a Dragon Ball left him facing a harsh execution. Soon after, Goku would find himself on a rescue mission that would take him to Red Ribbon’s Muscle Tower.
This is the stronghold of General White and his assortment of boss battle minions. This is not an outlier in Dragon Ball plotlines – the Fortune Teller Slime arc would see Goku and his friends face off against a parade of horror-themed opponents including a mummy, a vampire and an invisible man – and in Muscle Tower, Goku would face a ninja, an android inspired by the creation of Frankenstein and a monster. Goku would prevail against everyone and even befriend Android 8 who, rebelling against his master, hits General White towards the horizon!
General Blue would follow him, with his strong psychic abilities making him a rather confusing bad guy. He doggedly chased after Goku, Krillin, and Bulma in his plane and on foot through a variety of locations such as an underwater cave and a nearby town (one containing the cast of Akira Toriyama’s previous work, Dr. Slump). However, Blue’s persistence eventually turns into exhaustion for the RRA.
Mercenary Tao Pai Pai gets rid of him mercilessly, and Commander Red feels that after recent lackluster results, they should hire an outsider. Tao Pai Pai has a notable place in Dragon Ball history: he hits Goku like no one has ever done before. Goku is forced to go through some sort of abbreviated training arc before he can challenge Tao again.
He must complete a task that was last performed by Master Roshi, allowing his eventual defeat of Tao Pai Pai to serve as a kind of unspoken passing of the torch of power between master and student. As such, Goku’s defeat of Tao becomes one of the high points of the series.
Then, everything leads to Goku destroying the Red Patrol Army single-handedly; Turns out most of his power claims were pretty bogus and the moment a guy shows up in a cloud, they fall apart. Staff officer Black kills Commander Red after realizing that he has been betrayed, but he doesn’t stand a chance against Goku. However, he dons a robot suit.
After this, the Red Ribbon Army was mostly silent. His front company, Red Pharmaceuticals, is still in business, but the army itself isn’t mentioned again until Dragon Ball Z. It’s during the Androids arc that we learn about Dr. Gero, a former Red Ribbon scientist. Remember that android from Frankenstein? Yes, that was the work of Gero and another scientist (Dr. Flappe) and he is the first android to change his mind and start playing for the good guys team.
After the Army’s defeat, he hid his abilities from him, creating androids (and Cell as well) that would one day cause an apocalypse in an alternate universe and force Future Trunks to travel back in time to rally the Z Fighters against the threat. . Gero joins his android warriors and finally reveals that he too became an android (Android No. 20) because having a silly human mortality isn’t that great when you’re preparing to face Goku.
His most notable attribute in this new form is his ability to absorb energy and his strength depends on how much power he has been drawing from the Z Fighters recently. With that said, Gero eventually learns that although he designed these combatants to serve him and never betray his cause, it was all in vain: he was eventually brutally eliminated by Android 17.
