In Buenos Aires, Federal Capital of the Argentine Republic, through a official bulletin, the creation of the National Blockchain Committee attached to the Ministry of Public Innovation has been published.
Within the framework of the National Guidelines on Blockchain, the government has decided to create a public instance dedicated to the Blockchain space that will be in charge of managing, articulating, innovating and implementing Blockchain technology in the public sector.
In this way, the government of Argentina promotes the digital transformation of the State, and in the published resolution it is determined that It will be the head of the Ministry of Public Innovation who issues the corresponding regulatory and explanatory standards..
Likewise It is expressly indicated in the statement that the articulation begins “between the agencies and entities of the National Public Sector that, according to their primary actions and competencies, can contribute to the development of public policies and technological solutions based on Blockchain”.
It refers to an annex called “National Blockchain Guideline” which deals with technical issues, ranging from the concept of the Blockchain to the type of technology it uses to validate the data it processes in the blockchain.
It is worth noting the two sides that the same document details as types of immediate uses to use Blockchain technology, namely, the audit and identity certification.
The document indicates that:
“The first use, related to auditing practices and the democratization of access to public information, is the one that has the greatest development. The size and complexity of State structures have made the traceability and transparency of bureaucratic processes more complex. This situation generates complications for both control agencies and providers and makes it difficult for the bulk of citizens to have reliable access to State transactions. Procedures and processes such as tenders, purchases, subsidies, certifications or awards have become complex to track and evaluate for the citizen. In this case, the implementation of blockchain facilitates access by citizens, simply and quickly, to a type of protected information that is difficult to consult. Under this first use of blockchain technology as a facilitator in audit processes, citizens can easily follow various procedures that fall within the public domain, especially those in which economic and administrative government management come into play. Potentially, access to this information can result in audit processes in real time. This is so thanks to the fact that for blockchain technology, the state bureaucracy can be recognized as one more record book among many others.”
Regarding the use for identity certification, it is indicated that:
“The second type of immediate use for blockchain technology in the digital transformation of the State seeks to prevent falsification and fraud in the management and use of different types of documents and titles granted by the Public Administration. The National States register and certify the identity of people, recognizing their nationality, their filiation ties and, in the particular case of the Argentine State, their self-perceived gender identity. Through the registration of births and deaths, the States certify the existence of individuals and, at key moments in their lives, such as when enrolling in the educational system or getting married, this information is used as support and confirmation of the identities. In addition, the Nation State also registers and certifies the ownership and possession of material and symbolic goods. In this sense, the paradigmatic example is the national identity document. In the pre-digital world, the simple fact of having a document or a paper passport certified the identity of a person and associated it with a country of origin. However, the validity of this paper does not lie in its composition material but rather in the fact that it was granted by a Nation State after having been recorded in a registry. So the identity of a person is validated because it appears in the national database”.
They affirm in the document that investments in the private Blockchain sector have already amounted to more than three million dollarsbut that this figure is estimated to multiply in the future that does not exceed the year 2030, and for this to be possible, the government is committed to promoting the sector at all levels, according to what is read in the same document:
“One of the sectors in which blockchain will have a high direct and indirect impact throughout the current decade is the National Public Sector of Argentina, the Government and the Public Administration at all levels. Record applications, data storage, as well as transaction reconciliation will be areas in which blockchain technology can be developed, providing greater security, transparency and traceability to operations. In the short term, the strategic value of blockchain will be more focused on reducing the costs of these processes than on the comprehensive digital transformation of the State”.
They also recommend promoting the development of the Argentine Federal Blockchain, with its multisectoral model that has been implemented but still has potential advantages to discover, or likewise promote the development of new national Blockchain networks.
End the document with a series of objectives to develop the appropriate legal and regulatory framework for federal Blockchain certification; among them stand out:
- Analyze the relevance and possible advantages of developing a blockchain managed by the State and based on the identification of people;
- Promote the creation and maintenance of a catalog of products and applications on blockchain.
- Promote the emergence of ventures and pilot experiences with local small and medium-sized companies that collaborate and promote the emergence and development of the blockchain ecosystem.
- In a complementary way, promote the emergence and development of the open government ecosystem
- Promote experiences of using blockchain, favoring the creation and use of funds that finance or support the total or partial costs of these experiences
- Identify potential cases of application of blockchain technology within the framework of the digital transformation process of the State, which take advantage of and enhance the benefits of this technology both in the National State and in the provincial and local Public Administration.
In this way, the public sector begins to join the Blockchain technological race to use the best of technology and implement it at all levels..
