Born in Madrid in 1963, an official of the Cortes Generales on leave of absence, De Francisco had previously held several senior positions always linked to parliamentary life, since 2004 as General Director of Relations with the Cortes and later as Secretary of State for Constitutional and Parliamentary Affairs. .

Pedro Sánchez has stated in his Twitter message with which he has offered his condolences to his family: “A magnificent public servant and a great colleague has left us. He dedicated part of his life to parliamentary activity and worked tirelessly to strengthen our democracy”.
