So it’s likely to say that the Arrowverse will never genuinely explore its Justice League potential, as the heroes while they still exist in terms of the story, they’re no longer part of the network’s lineup, so it’s unlikely we’ll see returning to those characters, so yeah, we got a taste of what a Justice League could be like when Barry sought the help of Jefferson Pierce/Black Lightning during the “Armageddon” from Season 8, but a true team was never formed.

Now, if we talk about the general canon of the universe, we know that the League exists and has even expanded its membership in the pages of comics, as recently the Earth-Prime comic series expanded the stories of the Arrowverse over the course of six issues, the end of which saw Black Lightning, Superman, The Atom, Sara Lance, Supergirl, Jay Garrick, The Flash and Kid Flash all reuniting in the Hall of Justice in the aftermath of a battle with Magog in the future when Oliver Queen , who died in “Crisis on Infinite Earths”, and returned to warn of an impending crisis, that story is set in 2049, the stories in the comic are considered canon for the Arrowverse, The League Lives.
