The field of health has been one of the most neglected in recent decades. But now it is time for that to change because it is a sector that benefits everyone. For this reason, the announcement of government of Tlaxcala about the massive hiring of doctors is welcome news for the entire union.
The origin of everything is the agreement signed between the federal and the state of Tlaxcala together with the Mexican Institute of Social Security (IMSS). The primary objective is the Transition for the Implementation and Operation of the IMSS-Wellness program in this entity. In this way, it is planned to achieve the universalization of health so that all people without social security can receive medical care at no cost.
Leading the ceremony, the Secretary of Health, Jorge Alcocer Varela, emphasized that with the signing of the act, progress is being made in fulfilling the duty to transform services and quality for vulnerable people.
Before Governor Lorena Cuéllar Cisneros, Alcocer Varela indicated that this transformation is premised on the voluntary participation of the states and health personnel. In addition to the continuity of the provision of services, regardless of the progress of the process.
Another state adopting the new health model
During the signing of the integration act, the general director of the Mexican Institute of Social Security (IMSS), Zoé Robledo Aburto, highlighted that this entity becomes the second of 15 that today are in some stage of the transformation process to improve people’s health.
He stressed that work has been done in recent months regarding the IMSS-Wellness Program. The purpose is to provide first and second level medical care and medicines to those who do not have social security. With this, progress is made towards the universality of services with a unified model.
The general director of the IMSS highlighted that the IMSS-Wellness program is based on four pillars: the first, primary health care; two, have the specialists, especially residents who are in the last year of their field rotation; three, community participation for co-responsibility in health care; and fourth, the Social Security system in terms of medicines, supply, supply, equipment and infrastructure.
“In Tlaxcala, that is the model with which we carried out a survey that gave us results regarding where there are health hospitals that do not have all shifts in all specialties, it has to be permanent coverage 24 hours a day and the 365 days a week”.
Meanwhile, the coordinator of First Level Social Security Units, Manuel Cervantes Ocampo, indicated that through this care model, the infrastructure of the 179 first level units, as well as 10 hospitals, will improve.
He stressed that a fundamental part of this strategy is the equipment, through which quality in the provision of services will be guaranteed, as well as the supply of medicines.
Millionaire investment and hiring of personnel
The governor of Tlaxcala, Lorena Cuéllar Cisneros, pointed out that for the transfer of first and second level medical and financial infrastructure, there will be an initial investment of 800 million pesos and 500 medical, nursing and specialty professionals will be hired.
He argued that approximately 14 percent of the population of Tlaxcala, that is, about 200,000 people do not have access to health services. So you must work decisively to counteract this problem.
“The transition to the IMSS-Wellness program will also improve the working conditions of health personnel. We take an important step to serve the people who have the least. In addition to the fact that as a state we are leaving a precedent at the national level for the transformation of health systems, towards one that guarantees comprehensive, timely and free care for the population.”
In turn, the Secretary of Health of the entity, Rigoberto Zamudio Meneses, specified that with the IMSS-Wellness program, attention is guaranteed in the first and second level units with different specialists.
