During a solemn ceremony, the head of the Ministry of Health (SSa), Jorge Alcocer Varela, protested to the person designated as new general director of the National Institute of Respiratory Diseases (INER) “Ismael Cosío Villegas”. This is Carmen Margarita Hernández Cárdenas and she will occupy this position during the period 2023-2028.
In the event, the holder of the Coordinating Commission of National Institutes of Health and High Specialty Hospitals (CCINSHAE)Gustavo Reyes Terán, mentioned that the selection process was completed in a timely manner as of May 19 with the start of the public consultation, the installation of the auscultation committee, the formation of shortlists, interviews and written opinions.
Main projects of the new director of INER
Before the Governing Board of INER, chaired by Secretary Alcocer Varela, Carmen Margarita Hernandez Cardenas stressed that it will install the electronic medical record in all its phases and will work on the construction project of a medical-surgical tower, to maintain the quality standards that characterize the institute.
He highlighted the participation of INER staff to make the change that strengthens the institute and offer better services to Mexicans without social security a reality.
He announced that he will promote the comprehensive medical care with the highest quality, safety and efficiency so that all patients without social security with respiratory diseases and systemic complications receive services equitably and free of charge.
In order to fulfill this objective, the external consultation will be strengthened with the extension of hours. “An important tool to achieve this is the Day Hospital, which allows diagnoses to be carried out in a shorter period.”

In the field of research, he said that they will generate storage banks for biological samples and this work will be encouraged among residents, for which reason the specialty students will join working groups that guide them from the generation of the protocol to publication.
Likewise, career researchers will be supported to continue their scientific work through self-financing.
In the field of education, the objective is to train human resources specialized in respiratory diseases and critical medicine with a high sense of humanity and international competitiveness.
He emphasized that he will promote a work and organizational climate in which each member of the institution develops his maximum potential, to avoid professional burnout syndrome.
Studies and professional experience
Carmen Margarita Hernández Cárdenas is a graduate of the Technological Institute and Higher Studies of Monterrey. Has specialty in Internal Medicine, Anesthesiology and Critical Medicine at the National Institute of Medical Sciences and Nutrition “Salvador Zubirán” (INCMNSZ).
It has Master of Medical Sciences at the National Autonomous University of Mexico (UNAM) and studies in Health Quality Management at the National Institute of Public Health (INSP).
In addition, it has High Specialty Diploma in Transesophageal Echocardiography at the University of Chile, and Leadership and Senior Management from the Universidad Panamericana. He is also a specialist in Extracorporeal Membrane Oxygenation (ECMO) from the University of Monterrey.
In 2012 she entered the INCMNSZ Critical Care Unit as a physician and the following year she entered the Respiratory Intensive Care Unit at INER; in 2014 she was appointed head of the Respiratory Intensive Care Service and in 2017 she was appointed head of the Critical Areas Department of this institute.
During her tenure as head of the Critical Areas Department, she modernized and structured medical care by forming the ECMO Code team. Likewise, she structured and improved care in the Intermediate Therapy Unit, the Post-Surgical Therapy Unit and the Clinical Nutrition Coordination.
The new general director of INER is also president of the Hospital Bioethics and Health Incidents committees. She has also coordinated the development of care processes such as the Hemoptysis Code and the Narrow Airway Code.
During the COVID-19 pandemic, he joined the working group of the Coordinating Commission of National Institutes of Health and High Specialty Hospitals (CCINSHAE). She led and advised the hospital conversion in these units and others in the Valley of Mexico.
He has published dozens of original articles in national and international magazines, as well as book chapters, especially on mechanical ventilation. She has Level 1 in the National System of Researchers and Researchers (SNII), and was editor of the NCT magazine on pulmonology and thoracic surgery and Frontiers in Medicine.
She has been a teacher at the undergraduate and postgraduate levels and a tenured professor in the highly specialized postgraduate course in Respiratory Intensive Care. She participated in the planning and design of the new specialty in Pneumology and Critical Medicine.
As a professor, she has contributed to the training of more than 100 specialists in Critical Medicine and 150 specialists in Pneumology; In addition, she is an American Heart Association Accredited Instructor in Basic Life Support (BLS) and Advanced Cardiovascular Life Support (ACLS), where she serves as a faculty.
For 10 years she was an instructor for Advanced Trauma Life Support (ATLS) and Fundamental Critical Care Support (FCCS); she created the BLS / ACLS site at INER, which has issued credentials to more than 400 collaborators.
Likewise, he is a member of the Governing Board of the High Specialty Regional Hospital of Ciudad Victoria, Tamaulipas, and of the High Specialty Regional Hospital of Oaxaca.
