One theory would be connecting the version of Joker that we met in 1989 with Batman with the main villain of Birds of Prey
In 1989 Tim Burton marked a before and after in the history of DC Comics with the premiere of Batman, starring Michael Keaton and Jack Nicholson, a film that could be connected to the production of 2020 Birds of Prey.

Batman’s main villain was Jack Napier, a man betrayed by Carl Grissom, the mob boss, which led to the accident that turned Napier into Joker, the clown prince of crime in Gotham. The reason Grissom betrayed Napier was because of his affair with his wife, Alicia.
While in Birds of Prey the villain of the film is the megalomaniac and dangerous Roman Sionis, who after his family fired him from Ace Chemicals, in addition to forbidding him, built his criminal empire under the alias of Black Mask.
A theory shared by the CBR site compares the stories of Jack Nicholson’s Joker with Ewan McGregor’s Black Mask, since both were betrayed for the same reason, the love of a woman.
This theory also points out the similarities between Joker and Black Mask, as both enjoy inflicting pain on those who get in the way of their plans. As Joker assassinates rival mob bosses, Black Mask tears off the faces of his victims and their families.
Jack Nicholson’s histrionic ability to deliver a Joker that ranges from comedy to dark horror was one of the guides for Roman Sionis to follow the same path for Birds of Prey.
