Without a doubt, he was born with a bad star. The Institute of Health for Well-being (Insabi) was conceived on the knees by the 4T government and, as if that were not enough, its entry into operation was scheduled for January 2020, two months before the declaration of the Covid pandemic -19 in Mexico.
The implementation of the Insabi marked, on the other hand, the extinction of the so-called Seguro Popular (SP), which had under its shelter around 50 million Mexicans who did not have rights or in the Mexican Institute of Social Security (IMSS). nor the Institute of Security and Social Services for State Workers (ISSSTE).
That’s right, in 2019 the population affiliated with the SP was 10 times what this program had registered, which was born in the transition government of Vicente Fox, in 2004, when the program was implemented under the direction of Julio Frenk Mora, Secretary of Health back then.
According to the datos.gob.mx portal, while in 2004 5.2 million Mexicans were registered with the SP, in 2019 it already had 52 million people to its credit. This amount means that four out of every 10 people in Mexico They had SP.
The end of the Institute of Health for Well-being (insabi) was completed, on proposal Initial of Deputy Emmanuel Reyes Carmona, from the Morena party; As mentioned before, the initiative eliminates the collection of fees for health services and medicines in institutions that care for people without affiliation. In addition, it includes modifications to the General Health Council (CSG) and proposes the creation of the National Public Health Service (SNSP).
In theory, the proposed changes occurred in order to strengthen the leadership of the federal Ministry of Health (SSa), optimize spending, avoid duplication and better control the resources allocated to the health system. In short, to return to the centralization of the health system, under the eternal argument of avoiding corruption and lack of opacity.
However, the government has never recognized what is obvious to everyone else, that Insabi was a failure in fact, especially since it was never able to provide medical care or free medicines to the population without health rights.
Two months after it was put into operation, the Covid-19 pandemic arrived in Mexico, which evidenced the multiple failures of the health system and the urgent need to reinvent the health care model.
Now the IMSS-Well-being enters the field, which by the way is not a new institution, but is already more than 40 years old, for the government of the 4T it is the best option to lead the national policy of universal access to health .
In fact, once it is published in the Official Gazette of the Federation (DOF), all Insabi resources, both financial and human, as well as materials, real estate, and their rights and obligations, will be transferred by the SSa to the public body IMSS-Bienestar within a period of 180 calendar days. During this period, all the
On the other hand, it was reported that the IMSS-Bienestar will have 90 calendar days to transform the contract of the Health Fund for Well-being, which is, in simple words, the trust that now has the resources of the Fund for Catastrophic Expenses, a bag of money that the SP administered for high-cost diseases.
On the other hand, it is important to mention that Insabi workers will be transferred to the IMSS-Bienestar, or, or to the SSa and, in theory, their labor rights must be respected in accordance with the law, general working conditions and other applicable regulations. .
As for the CSG, the reform reforms some of its functions. The Council will continue to be in charge of certifying medical care establishments, preparing the National Compendium of Health Supplies and determining which substances are classified as narcotics.
Similarly, the CSG will continue to be in charge of approving and publishing health emergency declarations, but a new SNSP will carry out the actions provided in these cases.
Regarding the SNSP, it is an administrative unit that will help the federal SSa to promote and protect health. It will operate in coordination with the local health authorities and will execute the necessary actions in case of epidemiological emergencies. This will be linked to the SSa and will operate with the resources that it is granted in the Expenditure Budget of the Federation.
For many, including myself, this new occurrence will not have a good end. There is no well-defined strategy to care for the entire population without the right to health and, on the other hand, there is no defined budget for this objective either.
In its calculations, the government is thinking that it will give it time to reconfigure the health system, because it is convinced that it will remain in power, as everything seems to indicate, but we know that even so it will not give it time to correct the monumental shortage of medicines or to improve the infrastructure, care and access to health not only for the right, but for all those who do not have it.
The only sure thing that will happen is that the hand of the IMSS will be burdened more and, on the other hand, deteriorate even more the levels of attention that the institution commanded by Zoé Robledo, who is the sea of optimist on this issue, has. pay per view

The oral medicine for MS, much more comfortable
A new option has arrived for patients with multiple sclerosis (MS). CORNE Laboratories is betting on oral treatment for MS, because it seeks the comfort of the patient, because this causes them to adhere more to the treatment for a longer period.
Based on the federal Ministry of Health (Ssa), it is estimated that in Mexico there are around 20,000 patients diagnosed with MS. The prevalence of this disease in the country is approximately 15 to 17 patients per 100,000 inhabitants.
“As an oral treatment, we are removing a prick two or three times a week from patients, in addition to being much more comfortable taking an oral medication, which favors treatment adherence”: George Marvin, commercial director of CORNE .
Nukispa is the first product that CORNE has managed to register with Cofepris, but it has several more in the pipeline, or in the registration process, and will focus on oral treatments. Certainly good news for the MS patient community.

● With the new reform to the health system, Mexico is no closer to the Danish model, which has promised us so much; On the contrary, today we are as far away as the distance that separates both countries, that is, about 10,000 kilometers away… It is one more occurrence of the 4T, 18 months after the end of the six-year term, which will not only not resolve the cluster of slopes, but
