The draft of the Sustainable Mobility Law has been approved by the Government of Spain. It does not include the payment model for the use of roads, but it does include the one that allows municipalities to charge for driving on their streets.
The new one Mobility Law approved this Wednesday, March 2 by the Government of Spain includes several novelties related to transport, both private and public.
The main novelties are the following:
- Omission of the payment model for the use of roads committed to the EU
- Circulation fees at the discretion of the municipalities
- Possibility of veto in urban environments
- Renewal of the concession model for bus lines
- No date for the implementation of tolls on highways

In this regard, there are several points affected by the new Mobility Law, which, however, will not be approved in its final format before the end of 2023.
The first of these is the omission of the model of payment for the use of roads Spanish, a commitment that the Government had agreed with the European Union but that, at least for now, will not be carried out.

The objective is to create a homogeneous regulatory framework, although each city council may decide whether to implement this type of fees and/or vetoes. Town halls such as Barcelona have already expressed their intention to start them up.
Finally, the Government has admitted that the famous toll for highway use It does not yet have an implementation date, although it has confirmed that this measure will not affect carriers, who may pass on its cost to shippers.

Additionally, the new Mobility Law includes a new concession map for bus lines, which aims to create a framework of free concurrence for intercity lines.

The Government has also authorized the aid measures for carriers to which the Executive undertook in December to call off the planned employer strike just before Christmas.
