Apparently, Spain wants to be the first country in Europe to control and regulate video game loot boxes, which for some are, in fact, an addiction.
This is how the minister of consumption, Alberto Garzón, has commented in an advertisement to avoid addictions and waste of money by these methods of microtransactions.

Spain will regulate the use of lootboxes in video games
Garzón has commented that he wants Spain to be the first to regulate these loot boxes through a dedicated Law for it. It is not known with certainty how severe the restrictions that the Government of Spain will impose on lootboxes will be, although we have already seen that in Belgium they were directly prohibited without the possibility of seeing them in any way in video games.
The minister of consumption has also added that this Law would also affect blockchain technology, cryptocurrencies and NFTs.
For now, we just have to wait to find out if this remains just gossip or they end up doing it for real.
