This legislation established by the European Union in 2022 seeks prevent big tech companies from restricting sideloading, in order to maintain a more competitive environment.
For its part, Apple has always restricted this practice. In fact, Tim Cook, CEO of Apple, has repeatedly expressed that installing applications outside of the App Store represents a threat to the security of iPhone or iPad users.
