Now, as explained by Joseph Stalen, creative director of 343 Industries, it seems that Halo Infinite’s open world was cut “significantly” before its releasein an effort by the developers to establish a more affordable scale for their first foray into the open world genre.

“The team went through many iterations on the size and variety of biomes before I joined,” explains Joseph Staten, speaking with the Academy of Interactive Arts and Sciences. “Even after I joined the team, we had to make decisions about where to scale down the open world.”
These statements make special sense if we take into account that, before the release of the title, 343 Industries shared screenshots and art showing different biomes to the only biome (plains and mountains with vegetation) that was finally present in the final version of the title.
