“After the freedom to act alone, the most natural thing for man is to combine his efforts with those of his fellow men and act in common.” Alexis deTocqueville.
In 2022 it will be four years of the current government, and his disdain for the CSOs has intensified, not only in words sung with outburst, but his actions have gone further, disappearing me reducing budget lines for any program that is oriented to these organisms. And it has not stopped there, but has also “required” foreign governments not to provide support of any kind to CSOs; The response of the government of the United States of America was a resounding “no” to the “demand” of López Obrador.
In this government six-year term (2018-2024) there is a clear scenario of change, or as the Federal Executive in Mexico states it, it is the “4th Transformation”referring to the economic, political and social model, which will influence the public policies and economic, political and social activities of the countryeven, it is foreseen, by analysts, a feasible process of nationalization of some sectors and drastic abandonment of government participation in sectors where there is interference from any non-governmental organization (NGOs), a situation that is already experienced in actions related to children care centers, shelters for battered women, medicines for children with cancer, actions against corruption and impunity and others. They are all those activities in which previous governments yielded and strengthened the space for action of civil society, through autonomous organizations and those of organized civil society.
The scenario is one of decisive government participation with the following objectives: prioritize the most unprotected classes, resume government participation in strategic sectors, fight corruption, have an austere government, which is very important, but by no means, In our opinion, it justifies removing organized civil society from the stage.
As people and as companies we are in a stage of identifying the actions that are most convenient to move forward; Without a doubt, these are two opposing transformations, which we must observe and analyze so that we can decide which of them is closer to our desire for the Mexico that we want and in which we can or would like to navigate with security, freedom and democracy.
- The 4th Transformation promoted by the current Mexican Federal Government it is oriented to the internal market over the external one, to reduce all that expense that is not directly oriented to the population; contempt for green energy, science and technology, and especially digitization, as well as contempt for the members of the so-called “middle classes” and everything that comes from them, and of course the media communication that favor us with their editorial activity. Specifically, a model of a statist country from the 50’s, 60’s of the 20th century, which conforms to a nationalism that borders on chauvinism.
- The model in which we believe is that of a country oriented towards a legitimate democracy in a state of law, without corruption, that develops and manages to strengthen in a market economy of a globalized world, towards modernization and digital transformation, generating wealth and distributing it fairly, looking out for the most unprotected; a process that we have been living and strengthening since the end of the 80’s of the 20th century to date.
They are two opposing models.cWith multiple variables, which force us, for now, to rethink the way in which organizations in the public, private and social sectors can operate and subsist, while this “six-year political, economic, financial and social storm” passes.
The adverse process of transformation and its way of governing forces us in the field of CSOs to require our volunteers, associates, internal collaborators and in general those called “stakeholders” either “concerned parties”, actions from a firm and reasoned position under the requirement to operate with austerity, transparency and zero corruption; the challenge will be to combine it with the search for efficiency, effectiveness, quality with a focus on productivity and resultswhich leads to keep in mind a approach of social, citizen and environmental responsibility with a human sense and an educational system in accordance with said actions.
It will not suffice that thestakeholders” either “concerned parties” know how to solve a problem, it is required that they fully understand the sector they serve and go in coalition with others CSOs with the new paradigms; in counterpoint, the CSOs that are not updated or do not understand this evolution with a collaborative sense will cease to meet the expectations of their associates or their target population and will undoubtedly cease to exist.
Today we are required to rethink the variables and paradigms with which we have operated, being seriously obliged to thoroughly understand the context in which the country will be mobilized, which is already “proclamation on the horizon”, and thus set new strategies and tactics which in turn generate a pdifferent profile of organizations, as well as associates, volunteers and internal and external collaborators what could be one of the ways to survive this transformation; one more in the history of Mexico.
The country It has undergone strong transformations, however, it is still standing, and with immense potential, deposited in its resources and its population. We are witnesses, in these three years of the current government, that it is determined to do everything and will not stop in its purposes; their actions are backed by a high level of legitimacy that has no discussion in a democratic setting; Nonetheless “there is a call to safeguard Civil Society Organizations”
The hypothesis defended by this text is that, to guarantee your rights and fulfill your obligations and responsibilities, It is necessary for civil society organizations (CSOs) to think and act, as is well said, “Outside the Box” Y that they are coordinated to act freely and with the force of law what does he give them live in democracy.
The CSOs They are a powerful medium of political, economic and social pedagogy for their members, volunteers, collaborators, and for the society in generalespecially for all those individuals or groups that have an interest and impact on its operation, actions and results (stakeholders), especially in a society in which trust is at rock bottom, so in times of government outburst we must safeguard them since they are undoubtedly forgers of a economic, associative and civic culture.
We have previously addressed the issue of strengthening of Civil Society Organizations (CSOs), and with her risk culture and leadership. Now it is inevitable to delve into the variable referring to the “protection” based on the law and on an efficient, effective and quality administration, all this to face internal and external challenges or attacks that prevent the CSOs fulfill its purpose, which means the way to shield itself in times of government contempt.
