Given the rise of Artificial Intelligence, Joe Biden signed this Monday an executive order to regulate the development of technology. This directive seeks to act urgently on the issue, instead of leaving it to a long debate in Congress.
An executive order is a legal instrument of the president of the United States having the force of law, without violating the Constitution and within the constitutional authority of the president.
For the White House, actions led by President Biden constitute vital steps forward in the United States’ focus on safe, secure and reliable Artificial Intelligence.
“More action will be needed and the Administration will continue to work with Congress to promote “bipartisan legislation that helps the United States lead the way in responsible innovation,” points out the legal document issued this Monday.
The executive order that Joe Biden signs stands out in three lines:
- Require the industry to develop security standards for Artificial Intelligence.
- Introduce new consumer protections.
- Give federal agencies a to-do list to supervise technology development.

“As we advance this agenda at the national level,” the executive order notes, “the Administration will work with allies and partners abroad in a robust international framework to govern the development and use of AI.”
“The actions taken today support and complement Japan’s leadership in the G-7 Hiroshima process, the UK AI Safety Summit, India’s leadership as Chair of the Global Partnership on AI and ongoing discussions at the United Nations,” he highlights.
Jeff Zients, White House chief of staff, elaborated on the issue, cited by AP. “We cannot move forward at a normal government pace. We have to move forward as fast, if not faster, than technology itself,” he pointed out.
