Young people of 18 years, usually without responsibility before the public finances, appear, without knowing it, assigned with high salaries to shell companies in different entities of the country or registered as owners of others with large turnover.
The scheme was detected by the Tax Administration System (SAT), which, when cross-checking information, found that identities of this age group – equally in urban or rural environments – were supplanted and used to validate illegal and corruption schemes. that must be fought by society as a whole.

To the perception that the individual citizen, as a small taxpayer, is harmed by the tax collection, now the government has proposed facilities, but at the same time it reviews the behavior of large taxpayers that for decades operated without tax control or surveillance.
To stop the unfortunate phenomenon of identity use by young people, the legislative proposal proposed by the SAT is that they obtain their Federal Taxpayers Registry from the Ministry of Finance and Public Credit, once they reach the age of majority.
The proposal does not have collection purposes with young people, but rather to give order and control to the aforementioned practices, which for years and in previous regimes were outside the observation of the authorities, as the head of the SAT, Raquel Buenrostro, has argued.

The penalty for lack of registration is ruled out and, where appropriate, would apply to those who try to circumvent the rule in a criminal scheme. The RFC would also allow rapid incorporation into the labor market, instead of initiating procedures that in practice are an obstacle to prompt hiring.
The scheme also aims to strengthen the prevention of identity theft by so-called billing companies, which use youth RFCs to commit fraud. In its work, the SAT has found that one out of every three Registries presents irregular activity, which translates into some 30 million taxpayers.
At this point, information for the citizen is vital to face rumors or risks —founded or unfounded— that allow them to know what is happening and be part of a constructive dialogue with their peers and other actors.
Moving to a new order in all areas, starts with the most immediate. Being a full-time citizen, with rights and obligations, must be part of a legitimate aspiration to be respected and respect the rules of democracy.
