Whether or not Krillin deserved this distinction, Dragon Ball Super’s story casts doubt on the idea that Krillin still outclasses all other human Z fighters. Before the Tournament of Power, the characters discovered that Krillin had slowed down his training to the point where a bullet could break his skin. Apparently, it’s been years since he trained. He ended up deciding to get back in shape for the tournament, but this decision in the final arc of Dragon Ball Super certainly limits the amount of progress he could have made as a fighter.
In fact, he may not even be stronger than Yamcha, who was said to be on par with him during the end of the Buu Saga.. The idea that Yamcha is the weaker is mostly based on the notion that he doesn’t train anymore, but since Krillin also took a break, neither of them can be the most powerful earthling in Dragon Ball. As for Roshi, he made unexpected big strides in Dragon Ball Super that could put him on Krillin’s level. In Dragon Ball Z, it seemed like the days of the old man with the turtle shell being strong enough to fight alongside the Z fighters were over, but the sequel series shook things up in a big way by revealing that Roshi has been secretly training for years. Thanks to this retcon, he was able to overpower Tien in power (with some magical help) and outlast his two human companions in the Tournament of Power. The anime never fully confirmed that Roshi is superior to Krillin, but his victories over fighters like Ganos at least make this a possibility.

As for how the three compare, there seems to be a consensus that Yamcha is the weakest and Krillin is the strongest. Supporting that statement is provided by Dragon Ball creator Akira Toriyama, who once agreed with an interviewer who called Krillin the strongest human. However, the evidence shows otherwise.
