The image in question is the one that shows a scared woman with a wound on her neck. According to the tweeter, the drawing belongs to a chapter of the manga titled Wait mommy. In that chapter there is a scarf-weasel animated with the psychic powers of the protagonist, who tries to convince his family that there is a cat in their house. The girl in the picture tries to put on her scarf, but he receives a cut from a thorn protruding from it. The most important of all this is about the name of the manga chapter, titled Kamaitachi.
A Kamaitachi is the embodiment of cold wind. When people in snowy mountains would get sharp cuts or pains from the cold winds it was said to be the Yokai and its claws. This could explain Sneasel’s Dark / Ice type.

The Kamaitachi They are about creatures from Japanese folklore that served as inspiration when designing the Pokémon Sneasel. Considering all this information, we can assume that two of the forms Hisui what can we expect are about Sneasel and Weavile, an evolution that first appeared in the fourth generation of Pokémon.
