The senators have the task of analyzing, discussing and voting the three opinions that make up the first half of the 2022 economic package, and that contain modifications to the Fiscal Miscellaneous, Federal Law of Rights (LFD) and Law of Income of the Federation (LIF) . Any change made to the opinion sent by the deputies will have to be analyzed and voted on by both chambers.
The deadline is October 31, to continue with the second part of the package and that lies in the Federation Expenditure Budget (PEF), which is where the public sector determines where the money will be spent, mostly contributed by the taxpayers.
The Tax Administration Service (SAT) is the body in charge of collecting the payment of taxes, and in order to reach the goals set in the LIF, it will be assisted by the different proposed provisions that advance in the congress to enter into force next year .
It should be remembered that these can still undergo modifications in the Chamber of Senators, but so far they are going.
1. RFC for people over 18 years of age
It was approved to incorporate those over 18 years of age to the list of people required to register in the RFC. The deputies made changes to specify that this will not endow them with tax obligations, and that they will not be subject to sanctions.
2. The new trust regime
He advanced this proposal from the federal government that promises to reduce and simplify the procedure for paying taxes for small and medium businesses. Changes were made to make pending deductions effective.
3. Cash deposit information
The Executive’s proposal that financial institutions submit monthly, and no longer annual, reports of taxpayers who receive cash deposits greater than 15,000 pesos remained unchanged.
4. Zero VAT on feminine hygiene products and animal feed
The proposal to not charge VAT on products such as towels, tampons and menstrual cups, unlike last year, advanced without limits in the lower house. Animal feed will also enter this zero VAT list, according to the opinion approved in the Chamber of Deputies.
5. Limitation on deductions from donations
One of the most controversial proposals among opposition political groups was to put limits on deductions for donations to civil organizations, by individuals.
6. Georeference instruments for verification of residence
Services, technological means or any technological tool that provides georeferencing may be used for the fiscal authority to verify the existence and location of fiscal domiciles, in accordance with what was approved by the deputies.
7. And the counters?
After showing their disagreements in the open parliament and various lobbying, the Mexican Institute of Public Accountants (IMCP) celebrated that the obligation to accountants to make them identify the commission of a tax crime by their clients has not passed.
